In addition to the District Executive Committee, each District shall appoint Committees which will help achieve the Mission of the District; such as 

  • Marketing Committees focused on membership and Club growth goals, 

  • Education and Training Committees focused on training District/Club officers and CC/AC achievement goals, and

  • Administrative Committees to assist with the administration and operation of the District. 

Chairman appointed to lead these committees are encouraged to use the leadership opportunity as a High Performance Leadership project under the guidance of a HPL Coordinator.

Advisory

Primary composed of Past District 3 Governors who are currently active in the District.  The District Governor appoints an Advisory Chairman for the committee who purposes are: to advise the District Governor; review District policies and procedures, making recommendations to the Executive Committee for changes; review and make recommendations for District alignment; maintain the District Operations Manual.  Refer to Toastmasters International Policy G52, "Role of Past Leaders Within Districts."

Audio-Visual

Maintains the District's audio/visual equipment.  Oversees setup and performance of equipment at District events.

Audit

Performs regular audits of the District Treasurer's records as required by Toastmasters International.  Please refer to Article XI, Section (f) of the District Administrative Bylaws for more information.

C&L Nominations

Responsible for the nomination and selection of the District Communication & Leadership Award recognizing a non-Toastmaster member of the District 3 community who has made an outstanding contribution in communication and leadership.  Click here for a list of past recipients.

Club Assistance

Assists clubs that are at less-than charter strength (20 member) membership enrollment with public relations and membership building activities and promotion of club health.  Assists with the recruiting and training of club coaches.

Club Extension

Assists communities and organizations in forming new clubs. Speaks to the club charter process, delivers information and meets with potential club leaders, arranges demo meetings and assists with recruiting club mentors and sponsors.

Conference

Plans, prepares and produces the semi-annual District conferences.  Oversees the work of the committee and sub-committees involved with finding a site, working with the selected hotel, and coordinating efforts towards an affordable and enriching conference experience for attendees.

Contest Judges

Plans and conducts contest judges and chief judges training sessions (usually offered through Leadership Institute).  Maintains the Proficient Judge's List for District use.

Database

Maintains the District data; includes club contacts, club information, event information, registration records, electronic bulletin boards and email distribution lists.

District Newsletter

Production of the District's quarterly newsletter - "The Roadrunner" - which supports District 3's mission, reports on recent District events; and notable accomplishments of Toastmasters throughout the District.  The editor manages publishing of The Roadrunner within an affordable budget for the District and coordinates assembly and distribution of the newsletter.

Distinguished Club

Promotes the Distinguished Club program and assists club leadership with understanding how to develop and execute a club success plan.

Historian

Records and keeps the history for the achievements and events of District 3 and its members.  Supports the District Newsletter Editor and Webmaster in the publication of District  events and recognitions.

Leadership Institute

Plans, prepares and produces the semi-annual District approved club officer training events.  Oversees the work of the committee and sub-committees involved with finding sites, working with facilities and caterers, preparing registration and marketing materials; identifying and training session facilitators; scheduling on-site support staff, and coordinating efforts towards an affordable and enriching leadership training experience for club officers.

Marketing

Chaired by the District Public Relations Officer, this committee promotes the Toastmasters organization and mission throughout the District.  The Chairman plans and prepares a public relations plan for finding new members and club assistance.  The committee prepares and distributes print, radio, and television media; coordinates articles, appearances and events promoting District events and members; oversees itineraries for visiting International Directors and other Toastmasters International dignitaries; assists event committees in preparing promotional materials for District functions and events.

Membership

Establishes programs which help in the recruitment of new or former members to Toastmasters clubs within the District.  Committee members are usually recruited from each of the District Divisions, The committee prepares lists and scripts for phone calls and tracks results; collects division membership information; prepares charts and reports for the Lt Gov Marketing and other District officers; meets quarterly with the Lt Gov Marketing for feedback and direction; and develops a District marketing plan and schedule.

Registration

Oversees the registration process for District sponsored events.  Maintains the registration records; schedules registration coverage during events; oversees design of registration forms; oversees transport and setup of computer equipment; oversees collection of registration feed and audits deposits.

Resource Room

Oversees the resource room at District functions; inventories and replenishes resource materials; schedules room coverage during events; oversees sales; oversees transport and appropriate display of materials; tracks sales history and member requests.

Sgt-at-Arms

Maintains an inventory of District equipment; ensures appropriate storage of equipment; maintains and stores resource materials for sale at District events; and oversees the catering needs at District meetings.  Hospitality committee members are present at all District meetings to help direct event attendees, as well as setup, break down, and clean up the session rooms as needed.

Speakers Bureau

Produces a list of speakers and their speech subject for distribution to various organizations throughout the community.

Telephone Referral

Manages the District toll-free 888 number and refers people interested in Toastmasters to appropriate clubs and club locator information.

Youth Leadership

Oversees promotion of the Youth Leadership Program with District 3; assigns appropriate coordinators with community need; maintains, publishes, and distributes a directory of speakers and topics.
